Admin credentials

The provider organization admin keys Switchboard uses to pull each provider's usage and cost reports — the source of the daily usage-drift check and the counterparty report. Org-wide, not workspace-scoped. Mint at the provider console, paste once with a name and an expiry, then rotate by adding a new key and revoking the old. The reader uses the newest non-revoked, non-expired key. Encrypted in Switchboard, never read back.
